Rent stabilization tenant notice (RSO / LAHD)

For apartments covered by the Los Angeles Rent Stabilization Ordinance (RSO) — LAMC Chapter XV, §151.00 et seq. — city law requires the landlord to register the unit annually with the LA Housing Department (LAHD, formerly HCIDLA) and to serve the tenant a copy of the valid registration statement before demanding or accepting rent (LAMC §151.05). This is Los Angeles's equivalent of New York's DHCR rider: it confirms the unit's RSO status, its registration number, and puts the rent-increase and just-cause eviction rules (LAMC §151.09) on record with the tenant. Frequently asked questions

Is this the same as NYC's DHCR rider?

Same purpose, different agency and law. NYC's rider comes from the state DHCR/HCR under the Rent Stabilization Law; LA's comes from LAHD under the LA Municipal Code (LAMC §151.00 et seq.), a city ordinance, not a state one.

Which LA units does the RSO cover?

Generally, buildings with a certificate of occupancy issued before October 1, 1978, with two or more units. Single-family homes, condos, and newer construction are usually exempt from the RSO (though many still fall under the statewide AB 1482 cap instead).

What happens if the landlord never registered or never gave me this notice?

Under LAMC §151.05, a landlord who hasn't registered generally cannot lawfully demand or accept rent, raise the rent, or pursue certain evictions until the unit is registered and current. Penalties for late registration or failing to post/serve notice are set out in LAMC §151.15.

Where do I check if my unit is actually registered?

LAHD's Rent Registry (housing.lacity.gov/rental-property-owners/rent-registry) and the Zone Information Map Access System (ZIMAS) both let you look up a property's RSO status and registration history by address.

Does registering under the RSO also cover the county-level rules?

No. RSO is a City of Los Angeles ordinance only. Unincorporated LA County has its own, separate Rent Stabilization and Tenant Protections Ordinance (RSTPO) with its own registration process — check the city/county boundary for your address.
