California bed bug disclosure notice (Cal. Civil Code §1954.603)

Legal advice recommended before use.

California law requires every residential landlord to give tenants a written bed bug information and reporting-procedure notice before a new tenancy begins (Cal. Civil Code § 1954.603). Unlike NYC, California has no single standardized state form — this template covers the content the statute requires, including the reporting procedure, current-infestation disclosure, and inspection-notice rules.

The official version is the authoritative form — use it wherever the law requires it. You can also fill in a plain-language copy below.

This is a plain-language copy for your convenience, not the official statutory text. California does not publish a single state form (unlike NYC's Form NYC-EFFBB) — ensure your notice meets the 10-point-type and content requirements of Civil Code §1954.603. This is a template, not legal advice.

Frequently asked questions

Does California have an official bed bug disclosure form like NYC's Form NYC-EFFBB?

No. California Civil Code §1954.603 requires the written content (bed bug information, reporting procedure) but does not mandate a single state-issued form the way NYC's HPD does. Industry associations publish compliant templates, and the notice must be at least 10-point type.

When must this notice be given?

Before creating a new tenancy (Civil Code §1954.603). It applies to all residential rental units in California, including Los Angeles.

Can a landlord rent a unit that currently has bed bugs?

No. Civil Code §1954.604 prohibits a landlord from renting or showing a vacant unit the landlord knows has a current bed bug infestation.

What if pest control inspects the building — do other tenants get told?

Yes. Under Civil Code §1954.605, the landlord must give affected tenants written notice of the pest control operator's inspection findings within 2 business days of receiving them.

Does Los Angeles have its own bedbug ordinance in addition to state law?

Los Angeles does not have a bedbug-specific municipal ordinance separate from Civil Code §§1954.600–1954.605; habitability and repair obligations for infestations are otherwise enforced by HCIDLA under general habitability rules (and the Rent Stabilization Ordinance where it applies).
